We are looking for a coordinating environmental specialist for an assignment at the Swedish Transport Administration (Trafikverket). The assignment can primarily be performed remotely, but physical presence may be required on occasion at one of the offices in Umeå, Sundsvall, or Östersund for meetings. Travel may also be required, mainly within Västerbotten, Västernorrland, and Jämtland counties, averaging 1-2 times per month.

This is a consulting assignment.

The position is full-time.

The assignment involves close collaboration with the client, which places high demands on flexibility and teamwork.

The assignment and tasks

The assignment consists of the following:

• Resource consultant as a coordinating environmental specialist within the investment area, department of technology and environment.

• The assignment involves coordinating various types of environmental issues in several road and railway projects within the investment and large projects areas. The relevant projects are mainly located in the Northern region, but there may also be work in projects in other regions.

The assignment involves coordinating, planning, driving, and following up on the environmental work of the projects to ensure the progress of the projects – from the planning phase to the closing phase. The coordinating environmental specialist will, if necessary, seek assistance from environmental specialists in various subject areas.

Main tasks for the environmental specialist are to:

• Be an expert and contribute to ensuring that the projects comply with the Swedish Transport Administration's management system within the knowledge area and continuously work for ongoing improvements.

• Guide project organizations in the application of internal working methods, routines, instructions, method descriptions, templates, and tools.

• Provide advice and instructions for problem-solving within their area of expertise and support project organizations.

• Assist projects in ensuring that documents and documentation comply with environmental legislation and internal environmental requirements and decisions.

• Participate in consulting and procurement processes at all stages, providing support in the development of assignment descriptions, requirement specifications, scope assessments, etc.

• Prepare documents and drive and consult on permit matters, notification matters, and exemptions.

• Support project managers in contacts with authorities and other external stakeholders.

• Support project management in the preparation of changes and additional work (ÄTA).

• Participate in the review of as-built documents and management data prior to handover.

Requirements (NOTE, mandatory)

University or college education, at least 180 credits, in the environmental field or equivalent that can be assessed as comparable. At least 5 years of relevant professional experience in the environmental field by having carried out several assignments as an environmental specialist or equivalent. The assignments must have included coordination of environmental issues in community building projects concerning planning, design, and/or construction. The consultant's participation in the assignments must not be older than 10 years from the date of the bid. The offered resource must have broad general competence in Swedish environmental legislation (the Environmental Code and related environmental legislation) and experience in working with environmental permits, exemptions, and similar. The offered resource must have a structured and analytical working method, be receptive, have good collaboration skills, and possess communicative abilities. Driver's license.

Desirable

For the client, it is an added value to have experience as an Environmental Specialist in projects whose primary purpose is to plan and build state or municipal road and/or railway facilities. For the client, it is an added value if the consultant has experience in quality assurance of environmental requirements during the construction phase.
